A career diplomat with 35 years in Peru’s foreign service, Ambassador Gustavo Meza-Cuadra held various positions in the Foreign Ministry, including the post of Adviser to the Minister of Foreign Affairs for the Law of the Sea and National Director of Sovereignty and Boundaries; Director for Political Cooperation and Integration; and Head of the United Nations Department; among others.
Ambassador Meza-Cuadra’s service overseas included postings at the United Kingdom, France and the United States.
He holds a B.A. in Economics, a Master’s degree in International Public Policy from Johns Hopkins University in Baltimore; a Master of Arts in diplomacy and international organization management from the University of Paris; and Bachelor of Arts in international relations from the Diplomatic Academy of Peru.
WELCOME MESSAGE
In the year 2021, the Republic of Peru will celebrate the bicentennial of its independence as a consolidated and peaceful democracy,and in the process of achieving sustainable development. For this fact has been key the early commitment of our foreign policy to multilateralism. Already in the nineteenth century we promoted cooperation among the young Latin American nations to achieve collective security and peace required for the development of our peoples.
Founding member of the United Nations, Peru has been steadfast in its commitment to multilateralism, understood as a means to meet common challenges in a world of increasing interdependence. An active participation in the various processes followed by the United Nations has led our representatives to hold their highest positions. Peruvians illustrious as Javier Pérez de Cuellar, former Secretary General; José Luis Bustamante y Rivero, former President of the International Court of Justice; Or Víctor Andrés Belaúnde, former President of the General Assembly, have made history serving the international community.
Among the substantive contributions made by Peru, I would like to emphasize our pioneering positions in the field of the law of the sea, the role played by our diplomats in the peaceful settlement of disputes during the complex years of the Cold War, the constant participation of our Armed forces in peacekeeping operations, and our leadership in promoting sustainable development and in the fight against climate change.
Faithful to our multilateral tradition, during the 2018-2019 biennium for the fifth time, Peru will serve as a non-permanent member of the Security Council. We assume this responsibility, convinced of the need to renew and strengthen the Organization, in accordance with the Charter of San Francisco, in order to respond more effectively to the serious and urgent challenges facing the international community.

Since the signing of the Charter of the United Nations, Peru has demonstrated unwavering commitment to its purposes and principles, and made significant contributions to the Organization’s action in the areas of international peace and security, human rights and sustainable development.
In recent years Peru has played an important role in the negotiations of the 2030 Agenda for Sustainable Development, the Paris Agreement to Combat Climate Change, and the Sendai Framework on Disaster Risk Reduction, all of which it is implementing.
